tvOne News - Pertamina New & Renewable Energy ("Pertamina NRE"), a subholding of PT Pertamina (Persero) focused on clean energy development, and PT VKTR Teknologi Mobilitas Tbk ("VKTR"), a subsidiary of the Bakrie Group, have agreed on a sustainable initiative within Indonesia's electric vehicle ecosystem.

Pertamina NRE and VKTR announced their strategic partnership to accelerate electric vehicle adoption in Indonesia through e-Mobility as a Service (e-MaaS), supporting the decarbonization of Indonesia's transportation sector. This commitment was formalized through a Joint Development Agreement signed on March 15, 2024, with the signing ceremony held on March 26, 2024, at Graha Pertamina, Jakarta.  

The signing was carried out by Gilarsi W. Setijono, CEO of VKTR, and John Anis, President Director of Pertamina NRE, witnessed by Nicke Widyawati, President Director of PT Pertamina (Persero), Anindya Bakrie, CEO of the Bakrie Group, A. Ardiansyah Bakrie, Vice President Director of the Bakrie Group, and Bambang Susantono, Head of the Nusantara Capital Authority.

Indonesia has set its goal to achieve Net Zero Emissions by 2060, with the transportation sector identified as the second-largest contributor to greenhouse gas (GHG) emissions. In this context, the collaboration between VKTR and Pertamina NRE aims to support these ambitious targets by reducing emissions from the transportation sector, which accounts for 23% of total emissions.

Currently, investments in public transport infrastructure rely heavily on government funding. However, e-MaaS offers a flexible financing model for the operation and maintenance of electric buses, easing the burden on state budgets. The e-MaaS vision goes beyond vehicles—it encompasses charging infrastructure, renewable energy sources, and other critical components needed to sustain an integrated green transport ecosystem.

VKTR and Pertamina NRE plan to establish a joint venture (JV) that will supply electric vehicles for TransJakarta and other companies. With sufficient capital expenditure (CAPEX) provided upfront, clients such as TransJakarta will only need to pay a rental fee or cost-per-kilometer to the JV. 

This approach significantly reduces the financial burden for operators, especially TransJakarta, which requires a large fleet. Initially, the partnership will focus on buses for mass transportation, but it may later expand into commercial vehicle segments such as trucks and other fleet solutions.

Designed for ease of implementation, e-MaaS creates opportunities for VKTR to support entities like TransJakarta and Nusantara Capital City (IKN) in developing the infrastructure necessary for widespread EV adoption. Currently, Indonesia operates over 260,000 registered buses, representing a US$50 billion market. The JV aims to achieve 10,000 electric vehicle units sold by 2030. This shift from a CAPEX to OPEX model will significantly accelerate EV adoption nationwide.

John Anis, President Director of Pertamina NRE, welcomed the collaboration, stating: "We are proud and optimistic about this partnership. The Joint Development Agreement between VKTR and PNRE represents a major step toward decarbonizing Indonesia's transportation sector and supporting the nation’s overarching goal of Net Zero Emissions by 2060.
